A teenager “didn’t have a chance” when he was fatally shot during a late-night after-party in a Twin Cities park, according to newly released charges.
Seneca Lee Jones, 27, was charged in Hennepin County District Court with second-degree murder and illegal gun possession in connection with the shooting of Darnell Hawkins Mapp, 19, of St. Paul, on July 20 at the entrance to North Mississippi River Regional Park in Minneapolis.
The charges, filed last month, were unsealed on Friday as law enforcement seeks to find and arrest Jones.
Jones is “believed to be armed and dangerous and a significant threat to public safety,” the charges read.
According to the criminal complaint:
Police responded about 3:10 a.m. to a report of a shooting and saw “a large group of people yelling and frantically running around.”
Officers saw Mapp sitting on the pavement with his back against a parked car. Emergency responders declared him dead at the scene.
One witness told police she arrived at the after-party and saw Jones and Mapp “in a feud regarding stolen property,” the complaint read. While not facing Jones, Mapp was shot multiple times.
