Minnesota recount: How can the money flow?

New state guidance on paying for a recount

The state campaign finance agency took a look at who can pay for Democrat Mark Dayton and Republican Tom Emmer's expenses in the likely gubernatorial recount and other potential recounts.

In new guidance, not yet formally adopted, the regulators found that there are some limits on where the money can from but the state parties can pay for the cost of a recount but may be under some limits regarding their contributors.
