A Wadena, Minn., man has been charged in the death of a woman he struck and fatally injured last week while fleeing police, Oakdale officials said Thursday.

Shirley Bilden, of Maplewood, died of her injuries on Wednesday, according to a city of Oakdale news release.

Scott Hardy, 33, has been charged with fleeing police in a motor vehicle, resulting in the death of another, receiving stolen property and attempted auto theft, authorities said. He is being held in the Washington County jail.

Police were called to Cub Foods on N. 10th Street N. around 4 p.m. Saturday on reports of a panhandler. Once they arrived, they were told of a suspected stolen vehicle in the parking lot unrelated to the panhandler call.

As officers approached the vehicle, the driver sped out of the parking lot. He entered a residential neighborhood and started driving through some yards.

Police stopped their pursuit because they don't chase people in residential areas, Oakdale Police Capt. Nick Newton said Sunday.

Patrol officers soon spotted smoke at the nearby intersection of E. Minnehaha Avenue and N. Century Avenue, where the suspect had run a stop light and crashed into Bilden's car.

Hardy exited the stolen vehicle after crashing and ran into Union Cemetery, where he tried to steal another car, Newton said. A citizen at the cemetery tackled the suspect and held him down until officers arrived.
