Lobbyists for Education Minnesota, the state's largest teachers union, reported spending the most to influence legislative action. Lobbyists for Enbridge Energy reported the largest disbursements for administrative action. Lobbyists for MPR Public Radio Inc reported the largest disbursements in attempts to influence metropolitan governmental units.
