An "emergency relief measure" took three months to pass through Congress.

While President Obama has promised to sign the measure for storm victims in the Northeast ("Congress OKs $50.5 billion in Sandy storm relief," Jan. 29), I would not call it an "emergency relief measure" when it took three months for it to pass through Congress.
