Don't blame teachers

I was surprised to see the front-page headline about teacher licensing ("State ignores teacher licensing violations," April 10). If this is truly a problem, why isn't there a call for more scrutiny of school administrators?

It's the job of the administrative staff to ensure that all teachers are correctly assigned to teach within their license areas. In most of the cases cited in the article, teachers are assigned or hired to teach classes by those administrators.

The article would have readers believe that 900 teachers were the violators of licensing rules. Who hired them in the first place? Teachers are not to blame.
