A lawyer was suspended this month after neglecting client matters and submitting a false affidavit to the state, according to the Office of Lawyers Professional Responsibility. A petition stated that Wayde Russell Brooks of St. Paul failed to diligently represent or communicate with a client or promptly return documents and refund a retainer. Brooks also made a false statement to the client and submitted a false affidavit during the investigation of Brooks' conduct, the office said. In addition, he was found to be practicing under a license suspended for nonpayment. Brooks agreed to a suspension and a $900 fine. He must retake the professional responsibility portion of the state bar exam. He may apply for reinstatement after three months. If successful, he will be placed on probation for one year.
