MnDOT is warning drivers who use Phalen Blvd. and Pennsylvania Avenue to expect delays as they cross I-35E as work on the Cayuga Bridge Project and the new MnPASS lane ramps up this week.

MnDOT also is telling residents who live in the area to expect things to get louder as pier and abutment work on new I-35E bridges over Cayuga Street and Phalen Blvd/Pennsylvania Avenue.

"This work include pile driving, which may produce additional noise and vibration in the area," MnDOT said.

Both directions of Phalen and Pennsylvania Avenue will be reduced to a single lane between L'Orient Street and just east of Mississippi Street. In addition, motorists should be on the watch for additional lane closures and lane shifts through the duration of the project.

The ramp from northbound I-35E to Phalen Blvd/Pennsylvania Avenue and the ramp from Phalen Blvd/Pennsylvania Avenue to northbound I-35E are closed.

The work is part of the Cayuga Bridge Project and work reconstructing 35E between University Avenue and Maryland Avenue. That includes rebuilding the railroad bridges along I-35E.

In conjunction, MnDOT is adding a MnPASS lane between Little Canada Road and downtown St. Paul.

As an eviction crisis has seemed increasingly likely this summer, everyone in the housing market has made the same plea to Washington: Send money — lots of it — that would keep renters in their homes and landlords afloat.
