Homicide charges filed in 2015 head-on St. Paul crash that killed 85-year-old woman

A St. Paul man had drugs in his system when his car crashed head-on into another vehicle in December, killing an elderly woman, according to charges filed Tuesday.

Law Eh, 22, was charged in Ramsey County District Court with two counts of criminal vehicular homicide in the Dec. 7 death of 85-year-old No Do.

According to the complaint: Eh's Mazda was traveling between 40 and 46 miles per hour when it crossed the centerline on Pennsylvania Avenue at 10:50 a.m. near Interstate 35E in St. Paul.

The car crashed into a Lexus SUV that was traveling westbound on Pennsylvania Avenue.

Another driver told police that he saw the Mazda "fishtailing out of control" before the collision.

"It looked like they were screwing around," the witness told police.

When police arrived, they found Do dead in the back seat of her son's SUV. The St. Paul woman had suffered a collapsed skull and a deep cut on the left side of her head but was not actively bleeding.

Do's son was driving at the time of the collision.

Eh told police that he was taking his girlfriend to school at the time, was driving 35 to 40 miles per hour, overcorrected in a curve in the road and lost control of his vehicle.

He allegedly denied using drugs or alcohol, but blood tests showed that he had amphetamine and methamphetamine in his system at the time, according to the charges.

Do's son suffered a fractured ankle, traumatic disc herniation and a compressed spinal cord. He had not returned to work as of March 1.

Eh was charged via summons, meaning he will be allowed to turn himself into authorities at a later date.
