Highlights of Pawlenty's proposals

• Require school districts not involved in Q Comp program to set aside money in teacher contracts for raises tied to student achievement. (Q Comp is a merit pay program that rewards teachers who meet certain goals.)

• Set tougher standards for teacher training programs

• Waive some teaching requirements to make it easier to recruit scientists and other professionals to fill teaching shortages in math and science

• Set up summer school programs for eighth-graders needing help in math and reading.
