A 20-year-old Grant man charged four times in the past year in indecent exposure incidents has been sentenced to jail for his most recent offense, this one in Washington County.

Howard B. Freeman pleaded guilty last month in Washington County District Court to one charge of indecent exposure. A second charge of criminal sexual conduct was dismissed.

He was sentenced by Washington County District Judge Gary Schurrer to 59 days in jail, ordered to have no contact with minors, complete a treatment program for sexual offenders, and to allow monitoring of his Internet use, among other conditions.

The charges stem from two incidents between May 19 and July 26, 2010, both in Mahtomedi. In one case, the complaint says, Freeman exposed himself to a girl walking her dog. In the other, he pulled his car up to two girls walking to school and began motioning as if he were masturbating, the complaint says.

In each case, the girls fled. One was able to get the car's license plate number, the complaint says, which helped police find him.

Records show that Freeman pleaded guilty to three similar charges in Ramsey County last year, in incidents involving 12 victims in Maplewood, North St. Paul and White Bear Lake.

He was sentenced in December in those cases, all gross misdemeanors, to 30 days in jail and two years of probation, with other conditions.
