A former state employee accused of stealing hundreds of individual identities, including Social Security and drivers' license numbers, was convicted of identity theft Wednesday by a Ramsey County jury.

Roxanne K. Deflorin, 50, of St. Paul, previously worked for the Minnesota Department of Labor and Industry where she accessed confidential information from her work computer. Three other women have pleaded guilty in connection with Deflorin's thefts, which authorities said could range from 350 to 500 stolen identities.

"The defendant caused havoc and significant concern for the personal identities of hundreds of hardworking employees and retirees," said Ramsey County Attorney John Choi. "Thanks to the hard work of law enforcement, in particular the Ramsey County Sheriff's Department and the financial fraud unit in my office, all of the defendants in this case will face prison time."

Outcomes for the other defendants in the wide-ranging case include:

• Shauntell Burg, 32, of St. Paul, pleaded guilty in October to one count of identity theft. She will be sentenced Jan. 30.

• Kristin Warren, 40, of St. Paul, pleaded guilty in November to one count of identity theft. She will be sentenced Jan. 28.

• Andrea Gunderson, 30, pleaded guilty in October to one count of identity theft. She was sentenced to 6 1/2 years in prison in December.

Most of the stolen identities were taken from the Public Employees Retirement Association of Minnesota (PERA), said Assistant Ramsey County Attorney John Ristad. Most PERA victims are former or current employees of the Wayzata School District, he said. Deflorin will be sentenced March 14 by Judge Patrick Diamond.
