Former St. Paul-Ramsey County Public Health Department director Rob W. Fulton was charged with allegedly paying $100 for oral sex in an undercover police sting.

Fulton, 72, was one of six people arrested during the May 6 sting. He retired from the department in 2010 after 22 years.

According to charges released Thursday: Fulton called the undercover cop, who had posted an ad on backpage.com. He identified himself as "Sam" and asked for a 30-minute session.

Fulton arrived at a hotel where he went to the undercover officer's room and allegedly grabbed her left breast, asked for oral sex and set $100 on the night stand, the complaint said. Other officers entered the room and arrested Fulton.

Fulton faces one count of engaging in prostitution.
