A grand jury indicted a Minneapolis man on two counts of first-degree murder, accusing him of shooting a man in June on St. Paul's East Side.
The charges were added this week to second-degree murder and attempted second-degree murder charges previously filed against Durron L. Brown, 26, in Ramsey County District Court.
Brown rejected a plea agreement with the county attorney's office, prompting prosecutors to pursue first-degree charges.
According to the complaint, Brown was in the back seat of a car late one night with the victim, Marcelis L. Stafford, 21. He argued with Stafford and said, "This is a robbery."
Brown then allegedly shot Stafford in a parking lot behind the Hillsberry 94 Apartments on Ruth Street.
A woman who knew Stafford told police that he was going to sell a quarter pound of marijuana for $1,350, according to the complaint.
Brown also allegedly shot at Stafford's brother, who was in the car and fled unharmed.
Also Friday, Brown was charged in an unrelated case with two counts of first-degree conspiracy to sell cocaine and two counts of first-degree sale of cocaine.
