Edina's selection of a new city manager, which was to have happened this week, was bumped back when officials discovered that they did not give enough public notice of special City Council meetings. WHAT'S THE RULE?

The state's Open Meeting Law requires that cities give three days' public notice of special City Council meetings.

WHAT HAPPENS NOW?

The City Council will hold public interviews at 7 p.m. and 8:30 p.m. on Monday in the City Council chambers at Edina City Hall. The interviews will be broadcast on Edina's Community Channel 16. Afterward, they will be archived for viewing on the city's website, www.ci.edina.mn.us/departments/WatchaMeeting.htm. On Aug. 31, the council will meet at 5:30 p.m. to begin deliberations on a choice.

WHO ARE THE FINALISTS?

Dean Lotter, 40, city manager of New Brighton, and Eden Prairie City Manager Scott Neal, 46.

WHAT HAPPENED TO THE LAST CITY MANAGER?

Gordon Hughes, left, who was city manager for 12 years, retired in July after 36 years with the city.

WHAT DOES A CITY MANAGER DO, ANYWAY?

A city manager is the top executive who runs the city, carrying out policy set by the City Council.
