Duluth area alerted to homeless sex offender

A Duluth neighborhood has been alerted about a convicted pedophile and onetime fugitive, categorized by the state as among the most likely to reoffend, now in their midst -- and he's homeless.

Level III sex offender Logan A. Mattson, 30, is listed by police as homeless in the area of 43rd Avenue W. and Grand Avenue.

Offenders such as Mattson are not required to have a permanent address, said Duluth Police Sgt. Ann Clancey, who oversees Mattson's case.

The number of Level III offenders in Duluth varies from 11 to 13 at any one time, with one or two being homeless, she said. A city ordinance passed about a year ago significantly restricts where Level IIIs can reside, Clancey said, leading to them occasionally having nowhere to call home.

Mattson is required to check in weekly with authorities and fill out a weekly form that "details with specificity" where he spends the night, "under what overpass or what area of the woods he is at," Clancey said.

About one in eight Level III offenders in Minnesota -- 30 out of 237 -- are homeless, according to the state Department of Corrections.

Mattson was released from prison in Minnesota on Dec. 24, 2007, and allowed to live in Washington state under supervision. The following April an arrest warrant was issued because he failed to check in daily with his supervising agent.

He was arrested April 17 in Mount Vernon, Wash., and returned to Minnesota. He left prison last October. His supervised release ended Jan. 30.

Mattson's criminal history in Minnesota includes second-degree criminal sexual conduct, burglary and weapon possession, all in St. Louis County. He has a history of sexual conduct with girls, ages 5 to 11, who were known to him, state corrections officials said.
