Dayton's speech from shutdown eve

"I deeply regret that the last week of intense negotiations between the Republicanlegislative leaders and Senator Bakk, Representative Thissen, and myself have failed to bridge the divide between us," the governor said

When it was clear that negotiations would not avert a shutdown, Gov. Mark Dayton gathered reporters into his reception room and spoke of the days that had past and those that were coming.

With Republican and Democratic lawmakers in the room, he outlined his principals and worked to inoculate himself from the budgetary failure.
