Dayton backs off on income tax surcharge, health care cuts

IN THE WAKE OF AN IMPROVED FORECAST, Dayton withdrew two controversial pieces of his planned budget solution:

•An income tax surcharge on high earners that would have yielded $918 million in revenue over two years.

•About $200 million in health care cuts.
