Defective ballots, old machines blamed for need to count by hand

This is one of the Minneapolis ballots that are prompting a hand count of three precincts, and delaying final results in the most competitive school board seat. Look closely at the black boxes on the left edge and you will see that several have white flecks that are thought to be causing aging scanners to reject the ballots. The hand count of about 5,500 ballots isn't expected to finish today.
