Minneapolis officials are tackling a 30-year-old rule that requires most of the city's bars to make 60 percent of their revenues from food. It's known around City Hall as the "60-40" rule. Keeping up with those ratios is particularly tough for businesses in Uptown, which has a thriving nightlife scene. Two city council members hope a change to 50-50 will ease the burden. Late-night hall-of-famer 112 Eatery cranks it out until midnight Monday through Thursday — and 1 a.m. Friday and Saturday — and its quirky, ever-growing selection is one don't-miss dish after the next: a gorgeous sweet-sour crab salad, tagliatelle tossed with foie gras meatballs, a peerless steak tartare. The gastropub-y fare at Pat's Tap — served to midnight daily — includes plenty of small-plate wonders, but attention must be paid to chef Matt Gray's knack for burgers, whether it's ground turkey topped with feta, or bacon-laced beef blanketed in Swiss cheese and fried onions. The fried egg sandwich is a standard-setter, and an order or two of the tasty house-made cheese crackers is a must.
