There's a surprise.

Captain America is coming back. This has nothing to do with the new movie! Really. (cough)

What? A comic book hero thought dead comes back to life? Good heavens, this changes everything. Now when one of them get killed, fans might suspect it's just a ploy to sell books, and the character may be resurrected down the road.

As for "thought dead," the Daily Bugle reported he was really, really most sincerely dead. The reason he quit, by the way, was his opposition to the government's "Superhuman Registration Act," which was part of a big story arc called "Civil War." These "registration acts" are a big thing in Marvel comics. It's pretty cool, if you're into subcommittee arguments about legislation.
