Called to domestic disturbance, St. Paul officer shoots 47-year-old man

Police: He refused orders to show hands, get on ground.

A St. Paul police officer responding to a call about a domestic disturbance on Tuesday shot and wounded a 47-year-old suspect who allegedly refused repeated warnings to show his hands and get on the ground, police said.

Kevin Lloyd Carroll, who apparently was unarmed, was shot on Galtier Street just down an alley from his residence in the 200 block of Aurora Avenue, police spokesman Sgt. Paul Paulos said.

Carroll was taken by paramedics to Regions Hospital with what police described as injuries that were not life-threatening.

The officer, whose name is expected to be released Wednesday, "felt that his life was in danger" when Carroll came around a sport-utility vehicle about 4 a.m. and disregarded the repeated commands that he and another officer made, Paulos said.

The incident occurred after Carroll's girlfriend called authorities to say that he was trying to force his way into their Aurora Avenue home, Paulos said. The girlfriend apparently had locked Carroll out, Paulos said.

The officers responded, learned that Carroll had fled and found him a short distance away near the SUV, where the shooting occurred.

"No weapons were found," Paulos said.

The officers, who are seven-year and five-year veterans of the force, are on three-day administrative leave per departmental policy.

Paulos said police continue to investigate the shooting as well as the events that led to the initial call for help.

A man who answered the door at the residence on Tuesday said that he had no comment. Police records show four other incidents at the address since January 2009. None appeared to involve violence.

According to state court records, Carroll was charged in 1997 with misdemeanor disorderly conduct and ordered to stay away from a downtown Minneapolis bar. That case was dismissed in 1998. His only other state offense involves a driving violation in 1999.

Police spokesman Howie Padilla said on Tuesday that Carroll also had a criminal history outside of Minnesota that included the discharge of a weapon. He said he did not know whether Carroll had been convicted. Searches for out-of-state court records were unsuccessful Tuesday.
