Biz briefs: Lucky's 13 Pub is coming to Burnsville Center

Lucky's 13 Pub is expanding its presence in Dakota County with a new restaurant at Burnsville Center.

Tom Nilsen, a manager for the small restaurant chain, said he expects the new outlet to be open in May or June. It will be in a building across from Applebee's on an out-lot of the shopping mall. Nilsen said the building was recently gutted in preparation for an extensive renovation.

Charlie Burroughs and Linda Young, who also own Rudy's Redeye Grill in Rosemount and Me & Julio in Hastings, opened the first Lucky's 13 in Mendota in 2007 and later added locations in Bloomington, Plymouth, and Fargo, N.D. Another franchised outlet is in Spearfish, S.D.

Tilsen said Burroughs and Young have had discussions with potential investors interested in opening other Lucky's 13 outlets in and outside of the metro area.

Lexington Hills Apartments, a six-building complex in Eagan, recently changed hands.

Lexington Hills-Minneapolis LLC paid $13.5 million for the rental buildings and additional land parcels, according to documents filed with the Minnesota Department of Revenue. The seller was B.B. Pension Profit Sharing No. 3 LLC of Bayside, Wis.

The purchase price represents a premium over the $9.8 million combined taxable value of the properties, according to Dakota County property records.

Homebuilding in the Twin Cities continues to be up from a year ago, but the pace appears to be slowing, according to the latest figures from the Keystone Report for the Builders Association of the Twin Cities.

The metro area recorded 668 homebuilding permits through the end of February, up from 653 for the same two-month period in 2013. Permit totals for February were down slightly this year compare with last year.

Lakeville continued to rank as the metro area's busiest single-family homebuilding market, with 53 permits for the first two months of the year, two more than a year ago. Apple Valley had 10 permits, up from eight; Eagan had 22 vs. 19, and Inver Grove Heights had nine, up from five for the first two months of 2013.

Dakota County communities recording declines so far this year included Farmington, 11 vs. 17; Hastings, two down from five, and Rosemount, five vs. 17. The builders group reported that Burnsville had no permits through the end of February this year, down from two for the same period in 2013.
