The Hair District, a collection of independent salon and spa professionals with seven locations in the Twin Cities, will be opening a salon in Burnsville's Heart of the City.

Monte Mosiman, owner of the business, said he expects the new salon to be open in January. The shop on Nicollet Avenue and 126th Street has about 4,200 square feet and will accommodate 32 stylists and one skin care services treatment room, he said.

In addition to Mosiman, three stylists with experience in the south metro market will be partners in the Burnsville salon.

"We think there are a lot of opportunities south of the river," Mosiman said. He and his wife Nicole had long wanted to have a salon the area but wanted to wait until they could assemble a team of stylist-partners that had worked in the area.

The Hair District was established in 1997 with its first salon in Eden Prairie. Since then, other salons have been added in Edina, Chanhassen, St. Louis Park, Plymouth, Maple Grove and Minneapolis' Uptown neighborhood.

Apartment complex sold

Oaks Apartments, a 281-unit complex in Eagan, has a new owner.

Condor Corp. of Eagan recently paid $41 million for the six-building complex, according to a certificate of real estate value filed with the Minnesota Department of Revenue.

The seller was an affiliate of Hartford, Conn.-based Cornerstone Real Estate Advisers, which bought it for about $43.4 million in 2005.

The purchase gives Condor four apartment properties in Dakota County. It also owns the Raven Hill apartments in Burnsville, the Lexington Heights apartments in Mendota Heights and the Salem Green apartments in Inver Grove Heights.
