DULUTH, Minn. — An American Indian staff, vandalized three times, will remain outside the Duluth Civic Center until the city and tribal leaders can discuss its placement.
The staff is made of ironwood with eagle feathers and ribbons tied to the top. It's considered a flag to the Anishinaabe people and was planted during a rally in November of 2011. It was replanted during a recent spiritual ceremony after it was vandalized for a third time.
Mayoral spokesman Daniel Fanning says questions have been raised about whether the staff's placement is legal. Fanning tells the Duluth News Tribune (http://bit.ly/15ti9cx ) the staff won't be moved until a discussion is held with tribal leaders about what to do with it.
