A deal comes together

Education: $525 million in new spending for E-12 schools with money for early learning, but no universal preschool.

Environmental protection: Elimination of Minnesota Pollution Control Agency's Citizens' Board will stand.

Energy/jobs: Commerce Department funding for health care rate reviews and other duties will be restored. Unresolved: Dayton wants to reverse privatization of state audits of local government; Daudt says that will be "difficult" because Dayton already signed the bill containing that provision into law.

What's next

Special session as early as Thursday or Friday.
