The hot spot continues to be on westbound I-94 in Minneapolis where a four-car crash in the Lowry Hill Tunnel earlier created a traffic mess. All lanes are back open, but the backlog is slow in loosening. Look for 19 minutes from downtown St. Paul to downtown Minneapolis, with the heaviest traffic from Hwy. 280 to Hennepin/Lyndale Avenue.
