The gates to the HOT lanes are stuck in the down position on eastbound 394 at Hwy. 100. That's is having a slight impact on traffic in the general lanes from Hwy. 169 to Hwy. 100. Also in the area, a crash is blocking the ramp from Ridgedale Drive to eastbound 394.
