Traffic comes to a very slow roll on southbound 35E around County Road J and speeds don't pick up again until you pass County Road 96.

In Minneapolis, allow a few extra minutes along northbound 35W from 46th Street up to 26th Street. There's a stall on the right shoulder near 31st Street that is attracting attention.

Westbound I-94 is slowing from Ruth Street into downtown St. Paul. That's an 11-minute drive with packed conditions from Hwy. 61 to 35E.
