An unoccupied vehicle that is sitting in the center median of southbound 35E at County Road J is what is leading to the slowdown up in the Hugo/White Bear Lake area. Plan on an extra 3 minutes on the drive south, and 20 minutes from the Forest Lake split to downtown St. Paul.
