We are still waiting for the barricades to be removed, but northbound Snelling Avenue north of I-94 is supposed to open any time.
MnDOT said the highway would reopen at 5 a.m. and that all three lanes were to be open for this morning's rush.
The agency says commuters can expect to see temporary lane closures during non-rush hours throughout this area as Xcel completes relocating power lines for a MnDOT construction project that will begin in May 2015.
