Silas T. McDougal, 19, of Minneapolis, was charged with second-degree murder Tuesday in the shooting of another 19-year-old man in a parking lot of a Richfield apartment complex on May 17.

The victim, Jordan D. Washington, of Brooklyn Park, died two days later at Hennepin County Medical Center of a gunshot wound to the head.

According to a witness cited in a police complaint, Washington had shortchanged McDougal on some marijuana and that McDougal wanted to 'beat his ass.' "

The incident occurred in a parking lot at 1318 E. 78th St.

The witness, who was not identified, said he saw McDougal in the front passenger seat of a vehicle and Washington in the driver's seat, heard a gunshot and saw McDougal leave the vehicle.

The police complaint said four males were seen jumping a fence in a surveillance video from the nearby Baymont Inn. The witness identified one as McDougal.

The complaint also said that police had obtained text messages from May 17 between McDougal and the witness in which they "appear to discuss finding individuals to rob."

Police searched the area and located three backpacks under a stairwell in one of the apartment buildings. They found a credit card application in one of the backpacks with McDougal's name on it.

A palm print of McDougal's was found on the front passenger door window.

The complaint said that McDougal is in custody on another matter.

Court records show McDougal has two convictions on his record, one for second degree burglary in 2016, a felony, and the other for domestic abuse, a misdemeanor, in 2017.
