RACINE, Wis. — A Racine store owner who used his vehicle to chase down and strike a suspected shoplifter on a bicycle has been fined $2,000.
The Journal Times of Racine (http://bit.ly/13d9upn ) says 55-year-old Rany N. Kong pleaded no contest in May to negligent operation of a motor vehicle. The bicyclist wasn't hurt.
Prosecutors say he suspected a man of stealing cigarettes from his store in October. When the man left, Kong's wife yelled, "Stop him!"
The criminal complaint says Kong sped after the man, driving onto the sidewalk before hitting him. He told investigators he thought the man had injured Kong's wife so Kong was just trying to head him off, not run him down.
Judge Tim Boyle says he levied a fine because he was certain Kong already learned from the incident.
