Wednesday's storm is forecast as a nor'easter packing heavy rain and gusts of 50 to 60 miles per hour.

A National Guard truck carrying Guard members involved in N.Y. relief efforts struck and killed an 82-year-old man on Canal Street, authorities said.

FEMA said it has dispensed close to $200 million in emergency housing assistance and has put 34,000 people in New York and New Jersey up in hotels and motels.

The 9/11 memorial in New York reopened to the public Tuesday but another temporary closure was planned Wednesday.
