The (other) new chief at MPD

Now that Asst. Police Chief Janeé Harteau has been nominated to take over the MPD at the end of this year, the police department announced some other changes within the top leadership. First Precinct Inspector Kris Arneson will make move several blocks to City Hall to become a deputy chief. And former Fifth Precinct Inspector Eddie Frizell will take over for Arneson in the First Precinct, which covers downtown. Frizell, a veteran Minneapolis police officer who also serves as Squadron Commander of the first 94th Calvary of the Minnesota National Guard, recently returned from a year's posting in Iraq.

Chief Dolan announces changes to the MPD Command Staff

May 4, 2012 (MINNEAPOLIS) Chief Timothy Dolan proudly announces two new appointments within the Minneapolis Police Department's command staff. These changes will be effective May 6, 2012.

Inspector Kristine Arneson will be moving from the First Precinct to assume the position of Deputy Chief of the Patrol Division.

Inspector Arneson began her law enforcement career with the Savage Police Department. A year later in 1986, she joined the Minneapolis Police Department. During her time as a patrol officer, she worked in the Fifth Precinct, Traffic, Background Investigation Unit and on the Fourth Precinct Community Police Team. In 1990, she was promoted to sergeant and was assigned to the Second and Fifth Precincts as a shift supervisor, and was also the Community Response Team Supervisor at the Fifth Precinct. Inspector Arneson also served as an Administrative Assistant for former Chiefs John Laux and Robert Olson. During her time as a sergeant she was also a Homicide Investigator. In 1998, she was promoted to lieutenant and was assigned to the Third Precinct as a sector lieutenant and the commander of that precinct's Community Response Team. She also was the commander of the Codefor Unit.

In May 2004, she was detailed as Inspector of the Fifth Precinct and permanently appointed to the position in June 2005. In 2006 she was detailed as Deputy Chief of Investigations for several months. During this time in Inspector Arneson's career she was instrumental in the development of the Misdemeanor Domestic Violence Response Project. In 2010 she received the Gold Watch Award from WATCH for her work on that project.

Inspector Arneson graduated from Metropolitan State University with a Bachelor of Arts degree in Criminal Justice and has a Master of Arts degree from the University of Saint Thomas in Police Leadership and Education. She is a graduate of the Federal Bureau of Investigation's National Academy and the Senior Management Institute for Police. She was the Director of the International Association of Women Police training conference held in Minneapolis in 2010 and received the "Officer of the Year" award from the Minnesota Association of Women Police earlier in her career. She has been recognized by both organizations as being an outstanding member.

Inspector Eddie Frizell will be moving from the Fifth Precinct to the First Precinct and assume the inspector duties for that precinct.

Inspector Frizell began his career with the Minneapolis Police Department in 1993. As an officer he worked in the Third Precinct as a patrol officer and on the Community Response Team. He was also assigned to the Recruitment Unit and the First Precinct Community Response Team. He was promoted to sergeant in 2000 and was assigned to the Domestic Assault Unit, Internal Affairs Unit and as a patrol supervisor in the Fourth Precinct. He also served as a Mediation Compliance sergeant, supervisor in the Mount Patrol Unit and as a SWAT Hostage Negotiator. In 2007 he was promoted to lieutenant and assigned in the Fifth Precinct as a sector lieutenant and as the Police Academy Pre-Service Commander. He was detailed captain and Mobile Field Force Division Commander during the Republican National Convention.

Inspector Frizell has served in the Minnesota Army National Guard for over 24 years and holds the rank of Lieutenant Colonel. He graduated from the Army's Command and General Staff College. He also has a Bachelor of Science degree from the University of Iowa and a Masters of Arts degree from Augsburg College. He is a graduate of the Federal Bureau of Investigation's National Academy and the Senior Management Institute for Police. Inspector Frizell recently returned from his yearlong deployment in the Middle East.
