St. Paul has reached a $15,000 settlement with a man who said he was injured after being rear-ended three years ago by a police officer.

As part of the settlement agreement, the city does not admit to any wrongdoing or liability. The settlement is expected to be approved Wednesday by the City Council.

According to documents, Andrew J. Bowles alleged that he was injured on March 8, 2011, in an accident involving a marked St. Paul police squad car.

An officer driving the squad car near Raymond and Charles Avenues, allegedly "in a negligent manner," caused the collision, according to a complaint served in Ramsey County District Court last summer but not officially filed.

The accident resulted in injuries to Bowles' neck and back, attorney James Schneider said.

According to the incident report, police were investigating a suspicious person when the officer — who was not identified — rear-ended Bowles' vehicle. The accident wasn't related to the initial report.
