Opus Development withdraws next Arbor Lakes project

Developer stepped back after facing resistance from Maple Grove.

The last round of development in Maple Grove's Arbor Lakes district came to a sudden stop this week.

Opus Development of Minnetonka withdrew its application with the city of Maple Grove for the Point at Arbor Lakes project.

"Unfortunately, the city has been unable to clearly articulate its desires under its own land-use plans, so regrettably, we've elected to withdraw our application," Dave Menke, president of Opus Development, said in a statement.

The decision comes after several months of negotiations with the city Planning Commission and recent resistance by the City Council. Opus was proposing a 36-acre mixed-use development for the fourth phase of Arbor Lakes.

Opus has built more than 2 million square feet in the three earlier phases, spanning 15 years, at the Arbor Lakes development. Menke said his company "has worked diligently with the city over the last year to advance a market-based, mixed-use project consistent in quality" to its ­previous work.

The developer built the first phase, known simply as Arbor Lakes, in 1999. Phases two and three, the Shoppes and the Fountains, opened in 2003 and 2006. Opus later sold the properties.

"We will continue to evaluate our options for this parcel as we work to reconcile the council's desires for this land with an economically sound development plan," Menke said.
