July 22 was the last day before the debt-ceiling debate in Congress dragged stocks down. Then came new worries about the debt crisis in Europe and the U.S. jobs front. So despite this week's 5 percent market rally, 85 Minnesota companies in the Bloomberg Star Tribune 100 Index remain below their July 22 closes, including 53 that are down more than 10 percent. Just 14 local companies have gained in that period, including Eden Prairie's NVE Corp. - the best performer, up 15.5 percent; Caribou Coffee, up 12.5 percent, and Arctic Cat, up 8.4 percent.
