Minnesota campaign watchdog passes on GOP's Rybak complaint

The GOP complaint was based on "contentions rather than statements of fact"

The state campaign finance board won't investigate the Minnesota Republican Party's allegation that Minneapolis Mayor R.T. Rybak because it lacks enough facts.

The complaint, which alleged Rybak's campaign for mayor bought a DFL voters database to benefit his gubernatorial campaign, was based on "contentions rather than statements of fact," the board said in a letter to Rybak's attorney.
