A woman who repeatedly defied orders to stop renting out unlicensed properties was denied a rental license by the Minneapolis City Council last week.
In 2006, the city banned Mei Jen Chen for five years from being a landlord and revoked her four southeast Minneapolis rental licenses after inspectors tried in vain to get Chen to bring her buildings up to code. Tenants were required to vacate the properties.
On five occasions since the revocations, inspectors found that her property at 1162 14th Av. SE. was being rented out illegally as a rooming house. The city ordered the house vacated.
In June, her application for license reinstatement was denied. She appealed, stating that she needed the money to cover the vacant building registration fee. The appeal failed.
