Details: Apartment developer Stonebridge Communities is planning an October construction start for the 190-unit Flats at Cedar Grove mixed-use housing-retail project after receiving approvals from the Eagan City Council last week.

Stonebridge, which has developed more than 1,200 units of apartments, senior housing and condominiums in the Twin Cities, has reached an agreement with the city's Economic Development Authority to purchase a 5-acre site within the Cedar Grove Redevelopment District, an area that was the site of a struggling strip mall.

Work on the 400,000-square-foot Paragon Outlet Mall is now underway there, and plans for a 1,500-vehicle, city-owned parking garage have also been approved.

According to a narrative submitted by Stonebridge and Kaas Wilson Architects, the new project will include four stories of market-rate apartments, 11,000 square feet of first-floor retail space, a 174-car underground garage and 238 surface parking stalls.

The unit sizes are to range from 624-square-foot studios to 1,516-square-foot three-bedrooms with private balconies, while the complex will boast amenities such as a fitness center, community room, outdoor patio, in-ground pool and spa.

The developer said retail tenants have yet to be lined up, but ideally they would be daytime-oriented businesses to reduce nighttime parking loads at the site.

Stonebridge indicated it is hoping to begin leasing the apartment units by fall 2014.
