Gov. Mark Dayton appointed Kimberly Slay Holmes to be his new general counsel.

Slay Holmes replaces Emily Johnson Piper, who was appointed commissioner of the Department of Human Services and will begin there next week.

Slay Holmes is moving over from the Department of Revenue, where she has been assistant commissioner of administrative law and compliance. Prior to that she had her own law practice, and has more than 27 years as a litigator, according to Dayton's office.
