Republican gubernatorial candidate Tom Emmer has spent months rebuffing calls to release his proposed budget.

The legislator from Delano announced Tuesday morning he'd release his budget balancing proposal at 2 p.m., giving taxpayers and the public (and journalists) less than four hours notice.

He's releasing the final component of his budget at a Capitol news conference (Room 125 for budget geeks).

While DFLer Mark Dayton and Independence Party candidate Tom Horner released their budget proposals weeks or months ago, Emmer has released his budget in phases.

A week ago, he released his first part, which focused on job creation. The hallmark of that proposal was $626 million in tax breaks and incentives for businesses. Less than a week later, he released an education piece that called for education reform and holding the line on education spending.

That means Tuesday's piece, the final component, will need to find another $4 billion in savings.
