At Rye Deli (1930 Hennepin Av. S., Mpls., 612-871-1200, www.ryedeli.com), the question shouldn't be "When is happy hour?" but "When isn't happy hour?" From 2 to 7 p.m. and 10 a.m. to midnight, daily, the bar pulls $3 tap beers and shakes up $5 classic cocktails (and cuts the price of bottled wine in half from 11 a.m. to 2 a.m. Sunday through Tuesday), and the kitchen kicks in an array of bargain-priced noshes, from fresh-cut French fries ($2) to brisket-filled dumplings with sour cream ($5).
