Gov. Mark Dayton's proposal to borrow up to $1 billion will get its first airing on Wednesday.

The measure, to which Dayton invited lawmakers to fill in about $500 million in projects, will be heard in front of the House Capital Investment committee at 2:30.

Republicans who control the House and Senate have said this is not the year for a big bonding bill.

Update: Tuesday Dayton said of the Republican disinterest in the borrowing bill: "The ball's in their court. They've indicated not much interest in it so if they don't want to put 14,000 or 20,000 or 28,000 people to work in the private construction industry in Minnesota that's only their responsibility, not mine."

It appears the measure has yet to be introduced in the Senate.
