Gov. Mark Dayton has completed his cabinet.
On Tuesday, he named his administration and human rights commissioners and then followed up with his Bureau of Mediation Services commissioner.
Josh Tilsen will head up the mediation bureau. He had been a hearing officer and mediator with the bureau since 1988.
