A man accused of kidnapping a 5-year-old girl from a Bemidji mobile home last week recently had renewed a romantic relationship with the woman who lived there, according to charges filed Monday.

Jacob W. Kinn, 32, of Bemidji, was charged in Beltrami County District Court with one count of kidnapping in the girl's disappearance from a fire-ravaged residence in Hillcrest Manor mobile home park.

Police and fire crews discovered a woman's body in the mobile home after putting out the early morning blaze June 22.

The woman, identified as Melissa Norby, was good friends with the child's mother and was taking care of the girl, who investigators later found safe in a secluded camper, the complaint said.

Charges against Kinn note that he and Norby had recently renewed a romantic relationship.

According to the charges, Kinn took the girl, bound her hands and legs, covered her mouth with duct tape, then took her to his home north of Bemidji before moving her to a camper near Big Fork, Minn., about 70 miles away.

The girl told investigators that Kinn had said he was not coming back.

Police found the girl about 26 hours after the fire — still bound by the tape — without any food, water or access to a bathroom, the charges said.

Kinn remains in jail on a probation violation from a 2013 child pornography conviction, court records show.

Court records do not list a defense attorney for Kinn on this latest charge.

No charges have been filed in connection with Norby's death; autopsy results are pending, said Bemidji Police detective Mike Solheim.
