A 24-year-old Minneapolis man has been charged with murder and attempted murder in connection with a double homicide Thursday in St. Paul, the Ramsey County attorney's office said Friday.

Jamaine Jamie Williams faces two counts of intentional second-degree murder and one count of intentional attempted second-degree murder, accused of shooting three men — two fatally — early Thursday.

According to the criminal complaint:

Police were called to 271 Forbes Av. about 12:40 a.m. Thursday on a report of several shots fired. Officers arrived to find a porch light on and the door to an upstairs apartment open. They called out to anyone inside the apartment, received no response and went inside. There, they saw spent shell casings on the living room floor and blood on a wall and blinds.

They found two men dead in one of the rooms: Dominic Larrel Jasper, 26, of Blaine, and Kavonta Lashawn Pratt, 23, address unknown.

One was kneeling and slumped forward. He had gunshot wounds to his left side and back. A pistol was underneath his body near his hands. The second man was seated behind the first, with a gunshot wound to his head.

As other officers responded to that call, they found a third victim on the sidewalk in front of the Salvation Army at West 7th Street and Smith Avenue. "He had several gunshot wounds to his chest, neck, head and midsection. He told police that he did not know who shot him," according to the complaint.

While police were at the apartment, two women came and said they'd witnessed the shooting. They said the victims were visiting the apartment that night when there was a loud knock on the door. One of the women asked who was there.

According to the complaint:

"It's the police, open the damn door," said a male voice.

The woman opened the door and saw Williams pointing a gray and black handgun at her stomach. He ordered her out of the way, the complaint said, at which point she ran from the apartment and heard shots.

The other woman and her brother also ran from the apartment. She said she had seen Williams a week earlier with that gun, saying he was going to "kill everyone in the house." The woman said that her roommate has children with Williams, but that they had recently broken up and he was jealous. The two women had been dating Pratt and Jasper, they told police. The third victim, who was critically wounded, was friends with the other two.

About 2 a.m. Thursday, police found Williams in Bloomington. He denied any connection to the shooting.

Williams is being held at the Ramsey County jail.

Bail is set at $2 million.
