Anoka says Emmer's plan would "disenfranchise" voters

Anoka county adds their response to Ramsey County's

Anoka County weighed in on Republican Tom Emmer's plea to the Minnesota Supreme Court. Ramsey County responded earlier.

Anoka's filing relies on a similar argument as Ramsey's, which is essentially that they are allowed to count receipts because Minnesota rules say so.

Ramsey said these rules clarified "obsolete" election language written in the statute -- the language Emmer's argument is based on.

Furthermore, Anoka County found only one excess ballot out of 131,703 cast.
