Wilber De La Rosa moves donated food and supplies around his Rochester business, Tortillas La Mayzteca, on Jan. 12. De La Rosa and his employees have created hundreds of meals for immigrant and refugee families in recent days as people are afraid to travel outside with Immigration and Customs Enforcement agents conducting an operation in Rochester, Minnesota's third-largest city.
